Understanding Number Frequency

In a fair lottery like Powerball, each number should theoretically be drawn with equal probability over time. With 5 numbers drawn from 1-69in each draw, the expected frequency for each number can be calculated mathematically.

However, in any finite sample of draws, some variation from the expected frequency is normal and expected. This variation decreases proportionally as more draws occur (Law of Large Numbers), but short-term deviations are statistically expected and do not indicate any bias in the draw process.
